City of Helsinki – Raising the Standard in Smart Lighting Control
17.10.2025
Helsinki, Finland
Helsinki is internationally recognized as one of the pioneers in smart city development. Street lighting plays a key role in this journey. The city has built its lighting control step by step into one of the most advanced systems in Europe – already covering more than 100,000 luminaires.
The solution has been delivered by C2 SmartLight, part of Hansab Group, and is now developed with the City of Helsinki and ISS Services. The three partners work seamlessly – ISS as the service operator and C2 as the technology supplier – ensuring that lighting control evolves continuously, area by area, rather than as a one-off project.
With centralized outdoor lighting control and monitoring, adaptive dimming, automated fault detection and smart scheduling, Helsinki saves over €300,000 annually. When the city’s LED renewal is completed, total savings will exceed €2 million overall. In addition to centralized control, Helsinki also operates thousands of luminaires under individual, point-specific control.
Dynamic lighting control is already proven in key locations – from the iconic Senate Square and Seurasaari to Kaisatunneli, Ala-Malmi Park and numerous sports fields with the C2 SmartPlay push-button solution.
“We don’t do lighting just to save money – we do it to make urban spaces better for people. The fact that we can save this much along the way proves we’re on the right path.”
– Olli Markkanen, City of Helsinki
Helsinki’s approach proves that smart lighting control is an ongoing process of innovation, creating a safer, more sustainable and people-friendly city.
Beyond Helsinki, already more than half of Finland’s municipalities and cities trust C2 SmartLight’s lighting control solutions. Like many other forward-thinking cities, Helsinki has made a principle decision that all luminaires come with Zhaga connectors, ensuring that every installation can be easily equipped with smart control – setting a clear direction for other markets to follow.
